From the TV Insight this quote:

LIN Television's WOOD-TV Grand Rapids, Mich., was forced to use a satellite station to boost its signal to Muskegon viewers, whose picture quality was being impaired by WMVS-DT Milwaukee on the other side of Lake Michigan. Both channels use ch. 8. LIN was on the other side of the problem when it launched digital service for WAPA-DT San Juan, P.R., on ch. 27. After virtually wiping out the signal of a St. Croix analog station on the same channel, LIN reduced power.

This is one of the reasons there are so few DTV stations on VHF. These problems have been noted all across the country. Once the analogue shutdown comes you'll see many stations switch to VHF. When the shut down comes TV will only be between channels 2 and 50 and the stations will be allowed to select either of their assignments as the perm. frequency. Expect WTMJ to move the digital to channel 4, however expect WDJT to keep 46 as 58 will be gone.

And if WVTV-DT 61 comes on the air, they will probably move to channel 18 once they shut down their analog transmitter.
