I saw a thread on the Brewcity board which mentions ch. 53 here in MKE. I took a look at the FCC site and found this:

FCC data (http://www.fcc.gov/fcc-bin/tvq?facid=56213#10001)

It's a bit confusing but it seems there is something to it. Is is 38 or 53?

These are both translators and yes to both. One is on the 24 tower and 1 is on either the new community tower or the old 10/36/18 tower...hard to tell from the map plots. Not sure who MS Communications is though but they are out of Ludington Michigan.

From the map data supplied, it looks like ch. 38 is on the WCGV-TV tower, while ch. 53 is on the new digital tower.

Interesting. Both are translators owned by the same company. W53CC are the calls for the station in Ludington, MI.

The parent Corp. is listed as:

MS COMMUNICATIONS, LLC
1801 AVENUE OF THE STARS
SUITE 640
LOS ANGELES, CA 90067
(800) 669-7970

Call sign history:

Current Call Sign: W53CC
Facility ID Number: 56213
Call Sign Begin Date
W53CC 05/24/2001
W55CG 05/31/1995
930401HT 05/31/1995

W53CC is licensed, but to Ludington, MI. The others are CP's for translators (using the same calls?) in MKE. Hmm..

MS has a bunch of appilcations in northern Wisconsin. Someone told me that they MAY be used for a data network of some sort.

I am surprised that 38 would be applied here with Green Bay and Chicago both having a 38.

I am too. Maybe they didn't realize it when the filed the first application. Therefore they re-filed and seek ch. 53?

Generally each market has a TV table of assignments. However I believe the FCC allocation TV table of assignments only applies to high power TV stations and not LPTV. Milwaukee's TV table of assignments for any full powered TV station is filled. In fact all of SE Wisconsin is filled. Therefore if anyone wanted to put a new full powered station on the air they have to first seek a channel assignment. Personally it would be a waste nowadays to even get a CP for a new Analog station knowing that analog is shutting down in 3 years, but I guess there are a few new analog stations to this day signing on.
